• Prepare purchase orders, solicit bid proposals and review requisitions for goods andservices.
• Research and evaluate suppliers based on price, quality, service, support, availability,reliability, production and distribution capabilities, and the supplier’s reputation,credibility and history.
• Analyze price proposals, financial reports, and other data and information to determine reasonable prices.
• Monitor and follow applicable laws and regulations
• Monitor raw material market that has delivery and price influence on our products
• Negotiate, or renegotiate, and administer contracts with suppliers, vendors, and other representatives.
• Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up undelivered goods.
• Confer with SQE, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.
• Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes.
• Maintain and review computerized or manual records of items purchased, costs, delivery, product performance, and inventories.
• Review catalogs, industry periodicals, directories, trade journals, and internet sites, and consult with other department personnel to locate necessary goods and services.
• Interview vendors and visit suppliers’ plants and distribution centers to examine and learn about products, services and prices.
• Write and review product specifications, maintaining a working technical knowledge of the goods or services to be purchased.
• Attend meetings, trade shows, conferences, conventions and seminars to network with people in other purchasing departments.
• Required to communicate internally within departments like engineering (HQ), production and quality assurance so as to find out measures on how to improve quality and productivity at the same time reducing per unit cost.
Primary Objectives:
• Assure a constant purchase flow of demanded articles according the quality and price
• Assure constant quality level of suppliers in product quality, delivery conditions and transparency in price policies.


Education and Experience Requirement
• Bachelor degree or higher national diploma of mechanical engineering
• Well understand the manufacture process of machining, casting, sheet metal, rubber & plastic products, painting, fasteners, etc.
• Over 5 years working experience in mechanical parts as Purchaser / Sourcing Engineer.
• Skills and Competency
• Familiar with MS office, Excel, Word, PowerPoint. The Sourcing Engineer should be alert so as not to compromise with the quality standard of the organization.
• Hard worker and self-starter.
• Good communication and coordination skill. Able to make good relationship with colleagues and suppliers.
• Result oriented with strong written and oral communication skills
• Good at English speaking, listening, writing, reading
• International mind set
• Able to accept occasional business trips.
